circumstances, as a salary of £395 (half of £350 and half

of £440) with free quarters in the New Territories is by

no means the equivalent of a salary of £350 with a house

allowance of $540 in Hongkong, where an Officer can COM-

-bine with others and live in a mess.

Your Lordship will, I think,

concur with me that the salaries which you have sanctioned

for these four posts, should be equally available whether

the appointment is held by a Cadet on a dollar or on a

Sterling Salary, and I submit accordingly that if held by

Cadets on Sterling Salaries these Officers should be

permitted to draw at the higher rate, and I would suggest

that in every Cadet Appointment that may hereafter be

created one and the same rate of salary should be made

available for all Cadets alike.

The Sterling Scheme has, as far as

Cadet Appointments are concerned, caused a saving in

personal emoluments which will eventually amount to a

considerable sum, and, as the four posts are held by Cadets

drawing dollar salaries, my recommendations if adopted will

cause no increase in the estimates of expenditure.
